Senior Business Development Manager – Upstream | OQEP | Oman

Lead the Future of Oil & Gas Growth in Oman!
Drive strategic growth, acquisitions, and investment opportunities for Oman’s upstream oil and gas portfolio. Join OQEP and lead business development initiatives that shape the company’s long-term success while enhancing production, reserves, and profitability.

Role Overview

  • Define short- and long-term business development strategy and translate it into actionable operating plans with KPIs.

  • Identify, screen, review, and evaluate new business opportunities in line with OQEP’s strategic objectives.

  • Lead multiple teams and collaborate with Upstream business units to develop new investments via mergers, acquisitions, or asset entries.

  • Design go-to-market strategies to enhance production, reserves, and profitability.

  • Conduct technical and commercial evaluations with Strategy, Economics & Planning, and Finance teams to assess feasibility and recommend investment decisions (FID).

  • Lead tenders, negotiations, and manage complex commercial agreements, joint ventures, M&A transactions, concession contracts, and EPSAs.

  • Monitor business development pipelines and portfolio progress, preparing accurate reports for leadership.

  • Develop and maintain strong relationships with internal and external stakeholders, including government authorities, partners, and customers.

  • Lead, manage, and develop Business Development staff, including workforce planning, performance management, and career growth.

  • Ensure compliance with approval guidelines, OQEP policies, HSE standards, and legal requirements.

Key Requirements

  • Bachelor’s degree in Engineering, Economics, or Business; MBA or postgraduate degree preferred.

  • 14+ years of experience in the Oil & Gas industry, particularly in exploration, development, drilling, and production operations.

  • 5+ years in a leadership role managing multiple teams of business development professionals.

  • Strong background in M&A, divestments, EP/Upstream new ventures, portfolio management, contract management, and commercial evaluation.

  • Excellent management, leadership, and interpersonal skills; capable of working collaboratively in multicultural environments.

  • Proficiency in English (written and spoken); Arabic is a plus.

  • Computer literate with expertise in MS Office; strong analytical, commercial, and economic acumen.
